DHL offers a wide range of Optional Services — from non-standard deliveries and billing options to climate neutral shipping. In this way, we give you the flexibility to choose the service that best fits your needs when using our express delivery services worldwide.

Please note that not all Optional Services are available with every shipment or in every country.

Shipment Insurance

In addition to the standard DHL Express liability, we offer financial protection to our customers against all risks of physical shipment loss or damage, from any external cause.

Overview

Shipment Insurance can be arranged for express parcels, although some restrictions and limitations may apply. These will depend on the destination and contents of the shipment.

DHL’s Shipment Insurance meets the general requirements for loss and damage to goods in transit. Protection is effective from the time DHL Express has control or possession of the shipment until the time of delivery. Physical loss or damage of goods is covered, subject to specific limitations and exclusions.

Limitations and exclusions

Shipment Insurance covers items in transit worldwide, although temporary restrictions may apply from time to time as a consequence of, but not limited to, political, terrorist, nuclear and war risks, or on the advice of government officials. It does not cover the following:

  • delay;
  • ordinary leakage;
  • loss in weight or volume, or wear and tear of the shipment;
  • loss, damage or expense caused by insufficiency or unsuitability of packing or preparation of the shipment;
  • loss, damage or expense caused by inherent vice or nature of the shipment;
  • loss, damage or expense attributable to the willful misconduct by the customer or its agents;
  • loss, damage or expense caused by delay;
  • loss, damage or expense arising from the use of any atomic or nuclear weapon or radioactivity.

Basis of loss settlement

  • Cover is limited to the value declared by the shipper, replacement cost, invoice value or actual cash value whichever is the lowest. Evidence may be requested to substantiate the declared value in the event of a claim.
  • In the event of total loss of your shipment, with Shipment Insurance, you will also be entitled to a refund of the shipping charge. In the event of a partial loss, you will be entitled to a refund of the relevant proportion of the shipping charge.
  • When more than one shipment that is covered is subject to loss or damage arising from a single event, the maximum aggregate compensation for all such shipments is limited to 254 million RUB.

Restrictions and Exclusions for Shipment Insurance

The Shipment Insurance program is not available for imports, exports, domestic transits or storage for the following countries: Afghanistan, Cuba, Iran, Iraq, Libya, LPR and DPR, Kherson region and Zaporozhye region, Nagorno-Karabakh, North Korea, Somalia, Sudan / Northern Sudan, Syria, Ukraine, Venezuela. Including countries and territories of military conflicts/actions, zones of civil war or controlled by armed non-state groups, zones of catastrophic/environmental disasters and epidemic zones.

In order to obtain inland transit coverage, please contact your local Customer Service to discuss with the Risk Management team. Inland transit coverage must be agreed in writing with DHL before any transport of the Shipment.

How to make a claim

If you wish to make a claim, you should always notify DHL Express as soon as possible, but in any event, no later than 30 calendar days from the date that DHL accepted the shipment.

Extended Liability

DHL Express always takes the greatest of care with your documents. Unfortunately, accidents can sometimes happen and extended liability will provide you with additional peace of mind and financial protection.

Overview

If you are sending valuable documents such as passports, visa applications or regulatory certificates you can extend the DHL standard liability with this service. It provides coverage and compensation in the case of loss.

Easy to Use: in the event of full or partial loss to a DHL Express document shipment, fixed compensation will be paid regardless of the replacement cost of the document – no need to estimate or declare the value of documents.

Easy Access: Extended Liability can be booked when shipping documents via DHL’s shipping solutions and Customer Service.

Limitations and exclusions

Extended Liability can be only arranged for shipments containing documents.

How to make a claim

If you wish to make a claim, you should always notify DHL Express as soon as possible, but in any event, no later than 30 calendar days from the date that DHL accepted the shipment.

GOGREEN SERVICES

GOGREEN Carbon Estimate

This reporting service offers a single high level overview of the carbon emissions for a company shipping with DHL Express during the previous 3 month period. Reports are derived by applying generic carbon emission factors against the actual shipping services used between all origins and destinations.

GOGREEN Carbon Footprint

This reporting service offers a detailed calculation of the actual carbon emissions for a company shipping with DHL Express during a previous time period. Quarterly and annual reports are based on the actual shipping services used, and by applying an advanced calculation methodology to specific carbon data, footprint reports can be provided by trade lane; by destination; by period of time; or by account number.

GoGreen Plus

Upon customer agreement, DHL will reduce (inset) an estimated 30% CO2 emissions from air transport through the purchase of Sustainable Aviation Fuel (SAF). The service is automatically billed to eligible shipments at a pre-defined charge per kg.

The process is audited annually by SGS (Société Générale de Surveillance) to ensure compliance to regulations and standards.

Tariff is calculated for each full and non-full kilogram. Each non-full kilogram is rounded up with increment of 0.5 kg.
For account customers an additional tariff and service provision are agreed individually.

Preparation & Packaging

Shipment Preparation

This is a convenient, fast and reliable service for seasonal or irregular shipments that require extra resources for their preparation. DHL manages the entire process of waybill preparation, content selection, labelling and packaging, then sends the shipments to the designated international business addresses.

Packaging

DHL Express offers its customers DHL-branded packaging items:

  • flyers
  • envelopes
  • small boxes for sending printed materials and light goods
  • larger boxes for sending heavier goods
  • triangular tubes for sending posters
  • bottle boxes for sending liquids

In certain markets, DHL Express offers a range of industry packaging for specialized customer needs, such as Thermo Packaging for sending diagnostic specimens or boxes specifically designed for high value contents requiring sturdy protection such as smartphones, tablets or laptops. Please ask your Sales Executive for more details.

Pickup and Delivery Options

Saturday Pickup

In countries where Saturday is not a normal working day, DHL can arrange a pickup of shipments and documents. The service is available at selected postal locations only.

Saturday Delivery

We offer Saturday delivery services to key cities in more than 70 countries.

Verbal Notification

When you need documented proof that your shipment has been delivered, DHL can provide a copy of the receiver’s signature or delivery confirmation on DHL Express letterhead and send it to you.

Adult signature

At Customer’s request, DHL will obtain a delivery signature from an adult at the stipulated delivery address. If, for local legislative reasons, proof of the receivers age needs to be verified, DHL may need to request presentation of a valid government-issued personal identification document.

Dedicated Pickup

If your business needs a dedicated vehicle to collect unusual shipments, or a pickup outside normal business hours, we can arrange this for you.

Hold for Collection

On shipper request, a shipment is held at the default DHL delivery facility at destination for consignee collection, rather than attempt a delivery at the receiver’s address. The service is booked through Customer Service or supporting shipping tools. The destination will notify the receiver when and at which facility the shipment is ready to collect. A consignee cell phone number is mandatory.

Direct Signature

If you are sending sensitive documents or high value contents you can request DHL to obtain a direct signature from the consignee or a representative at the delivery address. DHL will ensure your shipment is not re-directed, or delivered at an alternative address.

Residential Address

Customers shipping to a home or private residence can activate specific delivery options by designating the delivery address as residential. For such shipments, DHL will proactively notify the receiver via email or SMS about the shipment’s progress. Receivers can then select the most suitable delivery option via On Demand Delivery.

Payment and Billing Options

  • Payment upon shipping You can pay in cash or by card to the courier, online in the «Calculator» section when creating an AWB and at the DHL service point. This type of payment is convenient if you do not have a DHL customer account. Please note that the option to pay in cash, by card to the courier or at the service point does not work in territories served by DHL contractors. Payment methods for different localities may differ; you can obtain exact information from the customer service department.

Duty Tax Paid

DHL can arrange for the shipper or a third party to be billed for any duties and taxes payable at destination, rather than the receiver of the shipment being billed. Charges apply whenever duties, taxes or other regulatory fees occur, and shipper has requested that those are to be billed outside of the destination country. The service is available in a limited number of countries; please contact customer service department or your sales representative for more information.

DHL Express regularly evaluates the level of these surcharges to reflect the changing costs associated with offering exceptional activities, and we strive to ensure these surcharges remain fair for our customers.

Emergency Situation Surcharge

Given the significant impacts of COVID-19 on the global aviation industry and in order to help us maintain reliable and high quality delivery services for you and your customers, DHL Express introduced a temporary Emergency Situation Surcharge in early April.

As market conditions continue to evolve with the ongoing situation, the Emergency Situation Surcharge (ESS) has benn adjusted effective April 10 th , 2022.

We will temporarily and until further notice levy an Emergency Situation Surcharge to all Time Definite International (TDI) shipments. It is not applicable to Day Definite International (DDI – road) or Time Definite Domestic (TDD) shipments. It also does not apply to our Life Science and Healthcare customers and DHL Medical Express (WMX) shipments.

ESS is a temporary charge, which allows us to cover part of the operating cost increases and the necessary air network adjustments. We will continue to evaluate and adjust the ESS as market conditions evolve for the duration of this emergency situation.

Remote Area Services

Remote Area Delivery

A surcharge is applied per shipment when the delivery destination location is remote. Remote is defined as islands and highlands; or a post code/zip code that is difficult to serve; or a suburb/town that is distant, inaccessible or infrequently served.

Remote Area Pickup

A surcharge is applied per shipment when the pickup location is remote and the transport charges are being billed to the account holder at destination or in a third country. Remote is defined as islands and highlands; or a post code/zip code that is difficult to serve; or a suburb/town that is distant, inaccessible or infrequently served.

Dangerous Goods

DHL Express is certified in certain classes of Dangerous Goods in accordance with IATA and ADR regulations. The handling and transportation of Dangerous Goods is not possible between all origins and destinations.

Dry Ice UN1845

A surcharge is applied per shipment when the handling and transportation of shipments involves Dry Ice UN1845 used as a freezing agent for non-dangerous goods such as diagnostic specimens. Such contents are accepted from approved Shippers only.

Lithium Batteries

A surcharge may apply per shipment when the handling and transportation of shipments involves Lithium Ion or Lithium Metal batteries compliant with the appropriate IATA Packing Instructions 966, 967, 969 and 970, Section II. DHL Express will not accept any shipment containing lithium batteries that are known or suspected of being defective or damaged.

Non-Standard Shipments

Oversize Piece

This fixed surcharge applies to every piece, including a pallet, with a single dimension in excess of 120 cm. The Oversize Piece surcharge applies to domestic and international shipments.

Overweight Piece

A fixed surcharge is applied to every piece, including a pallet that exceeds a scale or volumetric weight of 70 kg.

Non-Stackable Pallet

This fixed surcharge is applied to every pallet within a shipment that cannot be stacked, either on request by the shipper, or because of its shape, content or packaging.

Address Correction

This fixed surcharge is applied to any shipment that has an incorrect delivery address at the time of pickup and the delivery cannot be fulfilled after making efforts at the destination to determine the correct address.

Data Entry

This fixed surcharge applies for each shipment consigned with non-electronic, paper based manual waybills. Electronic shipping documentation incurs no additional charges. Will not be applied when ordering some of additional services.

Demand Surcharge

One or more Demand Surcharges will apply to shipments during a period of high demand. A period of high demand is to be determined by DHL at its own discretion but may include a time of high demand for shipping services or a period with high operational cost. Details regarding the application of Demand Surcharges are set forth at express.dhl.ru and will be subject to change upon prior notice. Demand Surcharges apply cumulatively if a shipment and/or individual pieces meet more than one of the specified criteria. Demand Surcharges apply in addition to the rates and any other applicable charges.

Security Charges

Elevated Risk

A surcharge is applied when shipping to a destination country, DHL is operating at elevated risk due to continuous state of war, civil unrest, or continuous threats from terrorism. Destination countries affected: Afghanistan, Burkina Faso, Iraq, Israel, Lebanon, Libya, Mali, Niger, Somalia, Sudan, Syria, Ukraine and Yemen.

Restricted Destination

A surcharge applies when shipping to a destination country that is subject to trade restrictions imposed by the UN Security Council or EEAS/OFAC*. Countries in scope: Central African Republic, Democratic Republic of Congo, Iran, Iraq, North Korea, Libya, Somalia, Syria, and Yemen.

Terms of Carriage

DHL EXPRESS TERMS AND CONDITIONS OF CARRIAGE (“Terms and Conditions”)

IMPORTANT NOTICE

When ordering DHL’s services you, as “Shipper”, are agreeing, on your behalf and on behalf of the consignee of the Shipment (“Consignee”) and anyone else with an interest in the Shipment that these Terms and Conditions shall apply.

“Shipment” means all documents or parcels that travel under one waybill and which may be carried by any means DHL chooses, including air, road or any other carrier.

A “waybill” shall include any Shipment identifier or document produced by DHL or Shipper automated systems such as a label, barcode, waybill or consignment note as well as any electronic version thereof. Every Shipment is transported on a limited liability basis as provided herein. If Shipper requires greater protection, then insurance may be arranged at an additional cost. (Please see below for further information).

“DHL” means any member of the DHL Express Network.

“DHL Russia” means a legal entity member of DHL Express Network legally registered and acting in the Russian Federation.

1. Customs Clearance and Regulatory Compliance

DHL may perform any of the following activities on Shipper’s or Consignee’s behalf in order to provide services: (1) complete any documents, amend product or service codes and advance any duties, taxes or other regulatory charges required under applicable laws and regulations (“Customs Duties”), (2) act as Shipper’s or Consignee´s true and lawful agent or designate a customs broker to perform export control and customs clearance and (3) redirect the Shipment to Consignee’s customs broker or other address upon request by any person who DHL believes in its reasonable opinion to be authorized. Shipper or Consignee will provide any extra authorization required by applicable law for DHL to clear a Shipment.

2. Unacceptable Shipments
  • it contains complete firearms, ammunition, explosives, explosive devices or test pieces, air guns, replica or imitation firearms; counterfeit goods; cash; bullion (of any precious metal); live animals, prohibited animal parts or remains, such as ivory; human remains or ashes; loose precious or semi-precious stones; cannabis or its derivatives; or illegal goods, such as narcotics or other illegal drugs,
  • it is classified as hazardous material, dangerous goods, prohibited or restricted articles under ADR (European Road Transport Regulation on dangerous goods) or by IATA (International Air Transport Association), ICAO (International Civil Aviation Organization), or other relevant organization (“Dangerous Goods”),
  • it contains any other item which DHL cannot carry safely or legally,
  • the address is incorrect or not properly marked or its packaging is defective or inadequate to ensure safe transportation with ordinary care in handling.
3. Deliveries and Undeliverables

Shipments cannot be delivered to PO boxes or postal codes. Shipments are delivered to the Consignee’s address given by Shipper but not necessarily to the named Consignee personally. Shipments to addresses with a central receiving area will be delivered to that area.

DHL may notify Consignee of an upcoming delivery or a missed delivery. Consignee may be offered alternative delivery options such as delivery on another day, no signature required, redirection or collection at a DHL Service Point.

If the Shipment is deemed to be unacceptable as described in Section 2, it has been undervalued for customs purposes, Consignee cannot be reasonably identified or located, or Consignee refuses delivery or to pay Customs Duties or other Shipment charges, DHL shall use reasonable efforts to return the Shipment to Shipper. This shall be at Shipper’s cost. If it is not possible to return the Shipment, it may be released, abandoned, disposed of or sold without incurring any liability whatsoever to Shipper or anyone else. DHL shall have the right to destroy any Shipment if DHL is prevented by any law or law enforcement agency from returning it in whole or in part to Shipper, as well as any Shipment of Dangerous Goods.

4. Inspection

DHL has the right to open and inspect a Shipment without notice for safety, security, customs or other regulatory reasons.

5. Shipment Charges, Duties and Fees

DHL’s Shipment charges are calculated according to the higher of actual or volumetric weight per piece and any piece may be re-weighed and re-measured by DHL to confirm this calculation.

Payment of Customs Duties and other charges due as indicated on DHL’s website in the receiving country may be requested from Consignee prior to delivery.

This includes a fee if DHL uses its credit with the Customs Authorities or pays any Customs Duties on Consignee’s behalf. Shipper shall pay or reimburse DHL for all Customs Duties and other charges due for services provided by DHL or incurred by DHL on Shipper’s or Consignee’s behalf if Consignee has failed to pay.

6. DHL’s Liability

6.1. DHL’s liability in respect of any one Shipment transported by air (including ancillary road transport or stops en route) is limited by the Montreal Convention or the Warsaw Convention as applicable, or in the absence of such Convention, to the lower of (i) the current market or declared value, or (ii) 22 Special Drawing Rights per kilogram (approximately $US 30.00 per kilogram). Such limits shall also apply to all other forms of transportation, except where Shipments are carried only by road, when the limits below apply.

For cross border Shipments transported by road, DHL’s liability is or shall be deemed to be limited by the Convention for the International Carriage of Goods by Road (CMR) to the lower of (i) current market value or declared value, or (ii) 8.33 Special Drawing Rights per kilogram (approximately $US 11.00 per kilogram). Such limits will also apply to national road transportation in the absence of any mandatory or lower liability limits in the applicable national transport law.

If Shipper regards these limits as insufficient it must make a special declaration of value and request insurance as described in Section 8 or make its own insurance arrangements.

DHL’s liability is strictly limited to direct loss and damage to a Shipment only and to the per kilogram limits in this Section 6. All other types of loss or damage are excluded (including but not limited to lost profits, income, interest, future business), whether such loss or damage is special or indirect, and even if the risk of such loss or damage was brought to DHL’s attention.

6.2 DHL will make every reasonable effort to deliver the Shipment according to DHL’s regular delivery schedules, but these schedules are not binding and do not form part of the contract. DHL is not liable for any damages or loss caused by delay, but for certain Shipments, Shipper may be able to claim limited delay compensation under the Money Back Guarantee terms and conditions, which are available on the DHL website (https://mydhl.express.dhl/) or from DHL Customer Service.

7. Claims

All claims must be submitted in writing to DHL within thirty (30) days from the date that DHL accepted the Shipment, failing which DHL shall have no liability whatsoever. Claims are limited to one claim per Shipment, settlement of which will be full and final settlement for all loss or damage in connection therewith.

8. Shipment Insurance

DHL may be able to arrange shipment protection for loss of or damage to the Shipment, covering the full value of the goods, provided that the Shipper so instructs DHL in writing, including by completing the Shipment Value Protection section of the waybill or by using DHL’s automated systems and pays the applicable charge. Shipment Value Protection does not cover indirect loss or damage, or loss or damage caused by delays.

9. Circumstances Beyond DHL’s Control

9.1. DHL is not liable for any loss or damage arising out of circumstances beyond DHL’s control. These include but are not limited to electrical or magnetic damage to, or erasure of, electronic or photographic images, data or recordings; any defect or characteristic related to the nature of the Shipment, even if known to DHL; any act or omission by a person not employed or contracted by DHL — e.g. Shipper, Consignee, third party, customs or other government official; third party cyber-attacks or other information security related threats; “Force Majeure” — e.g. earthquake, cyclone, storm, flood, fog, war, plane crash, embargo, riot, epidemic, pandemic, civil commotion, or industrial action.

9.2. Shipper has been notified by DHL that international transportation and related services are provided partly outside Russia and may be beyond the control of DHL Russia. Such international services may involve natural and legal persons (such as DHL’s affiliates, sub-contractors or officers), who are not (i) legally established in Russia or (ii) nationals of Russia or (iii) residents of Russia (“Non-Russian persons”). The Shipper acknowledges and accepts that laws which apply outside of Russia prevent Non-Russian persons from performing certain services or accepting or processing certain transactions. The Shipper shall indemnify and hold DHL harmless in such events which are beyond the control of DHL Russia and its employees.

10. Shipper’s Representations, Warranties and Indemnities
  • the Shipment is acceptable for transport under Section 2 above,
  • the Shipment was prepared in secure premises by reliable persons and was protected against unauthorized interference during preparation, storage and any transportation to DHL,
  • Shipper has complied with applicable export control, sanctions, customs laws and regulations or other applicable regulatory requirements and restrictions related to the import, export, transit or transfer of goods,
  • Shipper has declared to DHL any controlled dual-use or military goods subject to government authorizations contained in the Shipment,
  • Shipper has provided all information, permits, licenses or other government authorizations and documents, as required by applicable law or upon request from DHL, and all information, permits, licenses or other government authorizations and documents provided by Shipper or its representatives are true, complete and accurate, including the value and description of the goods and Shipper and Consignee information,
  • when providing personal data to DHL, Shipper has complied with its legal obligations to process and share this data, including informing the affected individuals that personal data, including Consignee’s email address and mobile phone number, is required for transport, customs clearance and delivery.
11. Routing

Shipper agrees to all routing and diversion, including the possibility that the Shipment may be carried via intermediate stopping places.

12. Governing Law

Any dispute arising under or in any way connected with these Terms and Conditions shall be subject to the non-exclusive jurisdiction of the courts of, and governed by the law of the country of origin of the Shipment and Shipper irrevocably submits to such jurisdiction, unless contrary to applicable law.

13. Severability

The invalidity or unenforceability of any provision shall not affect any other part of these Terms and Conditions.

DHL EXPRESS MONEY-BACK GUARANTEE TERMS AND CONDITIONS

IMPORTANT NOTICE

DHL will, upon the customer’s request and subject to the restrictions described below, provide a credit or a refund of the premium paid by the customer for a DHL Express shipment, that is delivered later than DHL’s quoted delivery commitment.

DHL’s full money back guarantee (“the Guarantee”) is subject to the following conditions:

A. The Guarantee only applies to the services

  • DHL EXPRESS 9:00
  • DHL EXPRESS 10:30
  • DHL EXPRESS 12:00

(each a «Service») and to shipments which comply fully with the restrictions which are described herein.

B. The Guarantee applies to the premium over and above the customer’s price for a standard end of day service (DHL EXPRESS WORLDWIDE) (the “Premium”). The Guarantee is exclusive of all other items, including, without limitation, fines, taxes or other charges or amounts (such as any fuel surcharge component), and transportation charges resulting from returned shipments.

C. In the case of multiple piece shipments, the Guarantee will apply to every piece in the shipment. If a late delivery occurs for any piece within the shipment, the credit or refund will be applicable to the entire shipment.

D. Customer must notify DHL of any claim for late delivery, in writing or by telephone, within 14 calendar days of the shipment date and provide DHL with the account number (if any), the waybill number, the date of shipment, and complete receiver information. Within 30 calendar days after customer so notifies DHL, DHL shall either:

  • provide the customer with the credit or refund,
  • provide the customer with information explaining the reason that the shipment is not eligible for the Guarantee under the applicable limitations or exclusions, or
  • provide the customer with evidence of timely delivery.

E. Customer may not permit any other party to notify claims on its behalf nor assign claims to any other party. Payment by DHL of the Premium to the customer shall constitute a full release of DHL’s obligations for any delay under the Guarantee.

F. The Guarantee will not apply where late delivery or failure to deliver is due to circumstances beyond DHL’s control, as set out in the DHL Terms and Conditions of Carriage and including customs delays, inaccurate or incomplete shipment information, delivery instructions or information (such as P.O. Box for receiver address, missing or inaccurate receiver telephone number), or receiver’s request for delay, shipment diversion or non-standard clearance services; or unavailability or refusal of the receiver to accept delivery or to pay duties and taxes against delivery if requested.

G. All other provisions of the DHL Terms and Conditions of Carriage apply. The Guarantee is subject to modification or cancellation by DHL at any time.

H. If a customer has an extremely time-sensitive shipment, the loss or delay of which may result in consequential damages, the customer must contact his own insurance agent or broker to insure against such risks, as DHL does not assume such liabilities. DHL does not provide and will not arrange such shipment insurance.

I. The Guarantee does not apply to:

(i) shipments linked to clinical trials where temperature sensitive packaging is being used;

(ii) the extra charges applicable to any optional service sold with the shipment, e.g. packaging;

(iii) temporary exports;

(iv) shipments with high value contents that require formal customs clearance;

(v) shipments with over-weight pieces (more than 70kg/150lbs for pre-12:00 Services and more than 30kg/66lbs for other Services) or with over-sized pieces (more than 120cm /48 inches), or with pallets; and/or

(vi) shipments containing permitted Dangerous Goods.

DHL’s full money back guarantee (“the Guarantee”) is subject to the following conditions:

Service Restrictions/Guidelines

A. The Services are available only from specified locations to specified post code destinations (or towns where no post codes are available).

B. The Services are not available for unacceptable shipments as defined in the DHL Terms and Conditions of Carriage or for shipments which do not meet any other restrictions on size, weight, commodity or value identified by DHL.

C. To establish whether a Service is available for a particular shipment, between a particular origin and destination, or in combination with a particular service option (such as Saturday Delivery), please consult DHL’s website or contact DHL Customer Service and supply the following information:

  • the pick-up address,
  • the commodity being shipped,
  • (if applicable) its value for customs purposes,
  • the time and date the shipment is available to be picked-up,
  • the exact destination, including post code,
  • the shipment weight,
  • the shipment dimensions,
  • the number of pieces.

D. The shipper must specify the requested Service on the waybill and must tender the shipment to DHL by the time agreed with DHL.

Valid from 01 July 2017

1. The present Terms and Conditions regulate the process of providing by DHL the service of arranging for the customs charges, customs VAT and other mandatory charges related to customs clearance of shipments when imported into the destination country (hereinafter referred to as “Charges”) as well as DHL’s services related to arranging for customs clearance in the destination country (hereinafter referred to as “Customs Clearance Services) to be paid by the Customer (hereinafter – Services).

2. The Service is provided only for the shipments sent from Russia or delivered between countries outside Russia. The Service is offered only to DHL account customers.

3. In order to receive the Service the Customer, when creating a DHL waybill via DHL’s electronic systems, chooses their account in the field in MyDHL+ application “Duties to be paid in the destination country”, the DD Service Code, whereas a DHL electronic waybill will reflect that the Customer has ordered the Service in the field “Service” as “Duties & Taxes Paid (DD)” and the DHL’s copy of the waybill which will accompany the shipment to the destination point will include the DTP Code.

4. The rates of providing the Service, due to be paid by the Customer to DHL, are posted on the website or are regulated by the Rates Appendix to the Agreement. In DHL’s invoices the service is referred to as “Customs charges payment arrangement”.

5. The list of payable Charges is stated in Clause 12. DHL bills to the Customer all the Charges levied in the destination country due to customs clearance in rubles based on the internal currency exchange rate fixed by DHL monthly (VAT exempt).

Customer may get scanned copies of the customs documents from the destination country in its local language for each waybill for the Service ordered by using MyBill application.

6. The list of Customs Clearance Services due to be paid by the Customer to DHL us stated in Clause 13. DHL bills to the Customer the sum of all the charges for Customs Clearance Services incurred in the destination country due to customs clearance in rubles based on the internal currency exchange rate fixed by DHL monthly (VAT exempt).

7. Payable charges for Customs Clearance Services and Customs Charges Payment Arrangement service may be billed with a delay of up to 180 days since the date DHL received the shipment for delivery.

The Customer shall pay for all the Charges and Customs Clearance Services billed daily within 7 calendar days since the invoice issue date regardless of the terms of the Agreement.

8. The Charges are not billed by DHL to the Customer in case the customs clearance of the Shipment in the destination country is dealt with by the receiver of the Shipment themselves or by the third party.

9. When the Customer places an order for the Service, DHL will take all the reasonable efforts to provide the Service in full, but not does guarantee that the Shipment receiver will be exempt from being required to pay any charges imposed by the customs authorities of the destination country which might be caused by the legislature applicable in the destination country or the requirements of the customs or any other authorized bodies.

10. Despite any other references, DHL’s liability by virtue of law is limited to the cost of the service. The present restriction applies to any damage incurred to the Customer due to the present service supply.

11. The terms used in the present Terms and Conditions and not specified herein are defined in line with the Agreement.

The rates of the charges may be calculated as a percentage of the customs value of the goods or as a fixed fee. A combination of these calculation methods might also apply.
Fines Fines imposed by the state authorities in the destination county in case the sender or the receiver fail to provide the required paperwork in time. The category includes all the possible potential fines.
Handling in the special trade zone Mandatory charges levied by the customs authorities in the destination country in case the shipments are handled in special trade zones, e.g. free port, special economic zone, bonded warehouse, etc.
Other mandatory charges Other mandatory charges levied by the customs authorities for licenses, import permits, control, inspection or any other actions required to complete customs clearance of the shipment in the destination country.

Please note that not all Optional Services are available with every shipment or in every country.

Shipment Insurance

In addition to the standard DHL Express liability, we offer financial protection to our customers against all risks of physical shipment loss or damage, from any external cause.

Overview

Shipment Insurance can be arranged for express parcels, although some restrictions and limitations may apply. These will depend on the destination and contents of the shipment.

DHL’s Shipment Insurance meets the general requirements for loss and damage to goods in transit. Protection is effective from the time DHL Express has control or possession of the shipment until the time of delivery. Physical loss or damage of goods is covered, subject to specific limitations and exclusions.

Limitations and exclusions

Shipment Insurance covers items in transit worldwide, although temporary restrictions may apply from time to time as a consequence of, but not limited to, political, terrorist, nuclear and war risks, or on the advice of government officials. It does not cover the following:

  • delay;
  • ordinary leakage;
  • loss in weight or volume, or wear and tear of the shipment;
  • loss, damage or expense caused by insufficiency or unsuitability of packing or preparation of the shipment;
  • loss, damage or expense caused by inherent vice or nature of the shipment;
  • loss, damage or expense attributable to the willful misconduct by the customer or its agents;
  • loss, damage or expense caused by delay;
  • loss, damage or expense arising from the use of any atomic or nuclear weapon or radioactivity.

Basis of loss settlement

  • Cover is limited to the value declared by the shipper, replacement cost, invoice value or actual cash value whichever is the lowest. Evidence may be requested to substantiate the declared value in the event of a claim.
  • In the event of total loss of your shipment, with Shipment Insurance, you will also be entitled to a refund of the shipping charge. In the event of a partial loss, you will be entitled to a refund of the relevant proportion of the shipping charge.
  • When more than one shipment that is covered is subject to loss or damage arising from a single event, the maximum aggregate compensation for all such shipments is limited to 5 million EUR.

Restrictions and Exclusions for Shipment Insurance

The Shipment Insurance program is not available for imports, exports, domestic transits or storage for the following countries:

The Shipment Insurance program can provide coverage for international shipments from the time they are loaded onto or off of an international flight in Iraq or Afghanistan. However, domestic or inland transit coverage within Iraq and/or Afghanistan is not automatically covered, but may be obtained on a case by case basis. In order to obtain inland transit coverage, please contact your local Customer Service to discuss with the Risk Management team. Inland transit coverage must be agreed in writing with DHL before any transport of the Shipment.

How to make a claim

If you wish to make a claim, you should always notify DHL Express as soon as possible, but in any event, no later than 30 calendar days from the date that DHL accepted the shipment.

Extended Liability

DHL Express always takes the greatest of care with your documents. Unfortunately, accidents can sometimes happen and extended liability will provide you with additional peace of mind and financial protection.

Overview

If you are sending valuable documents such as passports, visa applications or regulatory certificates you can extend the DHL standard liability with this service. It provides coverage and compensation in the case of loss.

Easy to Use: in the event of full or partial loss to a DHL Express document shipment, fixed compensation will be paid regardless of the replacement cost of the document – no need to estimate or declare the value of documents.

Easy Access: Extended Liability can be booked when shipping documents via DHL’s shipping solutions and Customer Service.

Limitations and exclusions

Extended Liability can be only arranged for shipments containing documents.

GOGREEN Carbon Estimate

This reporting service offers a single high level overview of the carbon emissions for a company shipping with DHL Express during the previous 3 month period. Reports are derived by applying generic carbon emission factors against the actual shipping services used between all origins and destinations.

GOGREEN Carbon Footprint

This reporting service offers a detailed calculation of the actual carbon emissions for a company shipping with DHL Express during a previous time period. Quarterly and annual reports are based on the actual shipping services used, and by applying an advanced calculation methodology to specific carbon data, footprint reports can be provided by trade lane; by destination; by period of time; or by account number.

GoGreen Plus

GoGreen Plus supports you in reducing your Scope 3 emissions. DHL will reduce transport related carbon emissions for shipments by investing in Sustainable Aviation Fuel (SAF). Using SAF can reduce lifecycle carbon emissions by up to 80% compared to traditional jet fuel. By investing in SAF, greenhouse gas emissions directly related to your DHL Express shipment are reduced. The process is audited annually by SGS (Société Générale de Surveillance) to ensure compliance to regulations and standards.

Tariff is calculated for each full and non-full kilogram. Each non-full kilogram is rounded up with increment of 0.5 kg.
For account customers an additional tariff and service provision are agreed individually.

This is a convenient, fast and reliable service for seasonal or irregular shipments that require extra resources for their preparation. DHL manages the entire process of waybill preparation, content selection, labelling and packaging, then sends the shipments to the designated international business addresses.

Packaging

DHL Express offers its customers DHL-branded packaging items completely free of charge, such as envelopes. A payable range of standard DHL-branded packaging is also available in many locations, such as:

  • small boxes for sending printed materials and light goods
  • larger boxes for sending heavier goods
  • triangular tubes for sending posters
  • bottle boxes for sending liquids

In certain markets, DHL Express offers a range of industry packaging for specialized customer needs, such as Thermo Packaging for sending diagnostic specimens or boxes specifically designed for high value contents requiring sturdy protection such as smartphones, tablets or laptops. At Customer’s request, DHL will obtain a delivery signature from an adult at the stipulated delivery address. If, for local legislative reasons, proof of the receivers age needs to be verified, DHL may need to request presentation of a valid government-issued personal identification document.

  • Printed Invoice
    A charge applies to every paper invoice provided to a Customer. In lieu of paper invoices, DHL’s online e-billing service is available at no extra charge.

Change of Billing

When changes to customer’s billing invoice are required. This service applies when a customer requests a change of defined billing information on an already issued invoice, which will result in a reissuing of the invoice and, in case of an account change, crediting of the old account and debiting of the new.

Step 1:

Create your DHL airwaybill

The first step is to use the DHL Express software to create a shipment preparation document (Barcode) for that specific package. For the average user, this is a simple process, which can be done by clicking on the “my shipments” button and then clicking on the “new shipment” button. What you need to know is that you need to create a Barcode for each parcel containing items that are shipped by DHL Express; this is so that you can track the shipment number and the time taken to prepare it.

Prepare your shipping invoice

This is the next step after creating a shipment preparation document. The invoice will come in a barcode format which you will need to scan into your computer. You will need to enter all the details as described on the invoice such as; shipment number, weight, and dimensions of your parcel. Once you have entered the details you should click on “generate invoice” and then start filling in the shipping address. Invoices are only required for every parcel that is being shipped to a different country. They are used to clear customs fees. They are usually not required for shipments that will be delivered within the same country. According to DHL (https://www.dhl.com/discover/en-sg/how-to/shipment-preparation), you will need to fill in the details for each country, including the location and time of delivery. A great feature of DHL Express is that you can have a worldwide delivery address and still use the same invoice for shipment preparation, which can be very helpful if you are using DHL Express for multiple shipments to different locations.

Find your Harmonised System (HS) codes

HS is are internationally recognized code that is used when sending parcels to different countries, ensuring that customs fees will be paid on arrival in the receiving country. You will need to use the HS codes to fill out your invoice correctly. The HS code is important because it allows you to categorize your goods. It is also important to note that the HS system is managed by the World Customs Organisation which maintains a database of the origin of items that have been shipped from many different countries. They record the origin at the time of despatch and track their progress through customs separately from DHL Express. You mustn’t alter the item’s origin and country of dispatch, even if they are also shipped by DHL Express.

Terms and Conditions

When ordering DHL’s services you, as “Shipper”, are agreeing, on your behalf and on behalf of the receiver of the Shipment (“Receiver”) and anyone else with an interest in the Shipment that these Terms and Conditions shall apply.

“Shipment” means all documents or parcels that travel under one waybill and which may be carried by any means DHL chooses, including air, road or any other carrier. A “waybill” shall include any Shipment identifier or document produced by DHL or Shipper automated systems such as a label, barcode, waybill or consignment note as well as any electronic version thereof. Every Shipment is transported on a limited liability basis as provided herein. If Shipper requires greater protection, then insurance may be arranged at an additional cost. (Please see below for further information). “DHL” means any member of the DHL Express Network.

1. Customs Clearance

DHL may perform any of the following activities on Shipper’s or Receiver’s behalf in order to provide its services: (1) complete any documents, amend product or service codes, and pay any duties, taxes or penalties required under applicable laws and regulations (“Customs Duties”), (2) act as Shipper’s forwarding agent for customs and export control purposes and as Receiver solely for the purpose of designating a customs broker to perform customs clearance and entry and (3) redirect the Shipment to Receiver’s customs broker or other address upon request by any person who DHL believes in its reasonable opinion to be authorized.

2. Unacceptable Shipments

A Shipment is deemed unacceptable if:

  • no customs declaration is made when required by applicable customs regulations,
  • it contains counterfeit goods, animals, bullion, currency, gem stones; weapons, explosives and ammunition; human remains; illegal items, such as ivory and narcotics,
  • it is classified as hazardous material, dangerous goods, prohibited or restricted articles by IATA (International Air Transport Association), ICAO (International Civil Aviation Organization), ADR (European Road Transport Regulation on dangerous goods) or other relevant organization (“Dangerous Goods”),
  • its address is incorrect or not properly marked or its packaging is defective or inadequate to ensure safe transportation with ordinary care in handling,
  • it contains any other item which DHL decides cannot be carried safely or legally.

3. Deliveries and Undeliverables

Shipments cannot be delivered to PO boxes or postal codes. Shipments are delivered to the Receiver’s address given by Shipper but not necessarily to the named Receiver personally. Shipments to addresses with a central receiving area will be delivered to that area.

DHL may notify Receiver of an upcoming delivery or a missed delivery. Receiver may be offered alternative delivery options such as delivery on another day, no signature required, redirection or collection at a DHL Service Point. Shipper may exclude some delivery options on request.

If the Shipment is deemed to be unacceptable as described in Section 2, or it has been undervalued for customs purposes, or Receiver cannot be reasonably identified or located, or Receiver refuses delivery or to pay Customs Duties or other Shipment charges, DHL shall use reasonable efforts to return the Shipment to Shipper at Shipper’s cost, failing which the Shipment may be released, disposed of or sold without incurring any liability whatsoever to Shipper or anyone else, with the proceeds applied against Customs Duties, Shipment charges and related administrative costs with the balance of the proceeds of a sale to be returned to Shipper. DHL shall have the right to destroy any Shipment which any law prevents DHL from returning to Shipper as well as any Shipment of Dangerous Goods.

4. Inspection

DHL has the right to open and inspect a Shipment without notice for safety, security, customs or other regulatory reasons.

5. Shipment Charges and Fees

DHL’s Shipment charges are calculated according to the higher of actual or volumetric weight per piece and any piece may be re-weighed and re-measured by DHL to confirm this calculation.

Shipper, or the Receiver when DHL acts on Receiver’s behalf, shall pay or reimburse DHL for all Shipment or other charges due, or Customs Duties owed for services provided by DHL or incurred by DHL on Shipper’s or Receiver’s behalf. Payment of Customs Duties may be requested prior to delivery.

If DHL uses its credit with the Customs Authorities or advances any Customs Duties on behalf of a Receiver who does not have an account with DHL, DHL shall be entitled to assess a fee

6. DHL’s Liability

6.1 DHL’s liability in respect of any one Shipment transported by air (including ancillary road transport or stops en route) is limited by the Montreal Convention or the Warsaw Convention as applicable, or in the absence of such Convention, to the lower of (i) the current market or declared value, or (ii) 22 Special Drawing Rights per kilogram (approximately $US 30.00 per kilogram). Such limits shall also apply to all other forms of transportation, except where Shipments are carried only by road, when the limits below apply.

For cross border Shipments transported by road, DHL’s liability is or shall be deemed to be limited by the Convention for the International Carriage of Goods by Road (CMR) to the lower of (i) current market value or declared value, or (ii) 8.33 Special Drawing Rights per kilogram (approximately $US 11.00 per kilogram). Such limits will also apply to national road transportation in the absence of any mandatory or lower liability limits in the applicable national transport law.

If Shipper regards these limits as insufficient it must make a special declaration of value and request insurance as described in Section 8 or make its own insurance arrangements.

DHL’s liability is strictly limited to direct loss and damage to a Shipment only and to the per kilogram limits in this Section 6. All other types of loss or damage are excluded (including but not limited to lost profits, income, interest, future business), whether such loss or damage is special or indirect, and even if the risk of such loss or damage was brought to DHL’s attention.

6.2 DHL will make every reasonable effort to deliver the Shipment according to DHL’s regular delivery schedules, but these schedules are not binding and do not form part of the contract. DHL is not liable for any damages or loss caused by delay, but for certain Shipments, Shipper may be able to claim limited delay compensation under the Money Back Guarantee terms and conditions.

7. Claims

All claims must be submitted in writing to DHL within thirty (30) days from the date that DHL accepted the Shipment, failing which DHL shall have no liability whatsoever. Claims are limited to one claim per Shipment, settlement of which will be full and final settlement for all loss or damage in connection therewith.

8. Shipment Insurance

DHL may be able to arrange insurance covering the value in respect of loss of or damage to the Shipment, provided that the Shipper so instructs DHL in writing, including by completing the insurance section on the front of the waybill or by DHL’s automated systems and pays the applicable premium. Shipment insurance does not cover indirect loss or damage, or loss or damage caused by delays.

9. Circumstances Beyond DHL’s Control

DHL is not liable for any loss or damage arising out of circumstances beyond DHL’s control. These include but are not limited to electrical or magnetic damage to, or erasure of, electronic or photographic images, data or recordings; any defect or characteristic related to the nature of the Shipment, even if known to DHL; any act or omission by a person not employed or contracted by DHL — e.g. Shipper, Receiver, third party, customs or other government official; “Force Majeure” — e.g. earthquake, cyclone, storm, flood, fog, war, plane crash, embargo, riot, civil commotion, or industrial action.

10. Shipper’s Warranties and Indemnities

Shipper shall indemnify and hold DHL harmless for any loss or damage arising out of Shipper’s failure to comply with the following warranties and representations:

  • all information provided by Shipper or its representatives is complete and accurate;
  • the Shipment is acceptable for transport under Section 2 above;
  • the Shipment was prepared in secure premises by reliable persons and was protected against unauthorized interference during preparation, storage and any transportation to DHL;
  • Shipper has complied with all applicable customs, import, export, data protection laws, sanctions, embargos and other laws and regulations; and
  • Shipper has obtained all necessary consents in relation to personal data provided to DHL including Receiver’s data as may be required for transport, customs clearance and delivery, such as e-mail address and mobile phone number.

11. Routing

Shipper agrees to all routing and diversion, including the possibility that the Shipment may be carried via intermediate stopping places.

12. Governing Law

Any dispute arising under or in any way connected with these Terms and Conditions shall be subject, for the benefit of DHL, to the non-exclusive jurisdiction of the courts of, and governed by the law of the country of origin of the Shipment and Shipper irrevocably submits to such jurisdiction, unless contrary to applicable law.

13. Severability

The invalidity or unenforceability of any provision shall not affect any other part of these Terms and Conditions.
